DEVELOPMENT OF TECHNOLOGY TRANSFER INFRASTRUCTURE IN REGIONAL INNOVATION SYSTEMS: INTERNATIONAL EXPERIENCE AND OPPORTUNITIES FOR UKRAINE

Abstract. The article explores theoretical and practical aspects of the development of technology transfer infrastructure as a key element of regional innovation systems in the context of the formation of a knowledge economy and European integration of Ukraine. It is substantiated that an effective innovation infrastructure provides a full cycle of creation, transfer, commercialization and implementation of scientific results into production, contributing to increasing the competitiveness of regions and technological modernization of the economy.
Modern approaches to the formation of innovation infrastructure are analyzed, the role of technology transfer centers, commercialization offices, science and technology parks, business incubators, startup accelerators, innovation clusters, digital innovation hubs and venture funds in ensuring effective interaction between science, business and the state is determined. Particular attention is paid to the international experience of developing regional innovation systems, primarily to the practices of the European Union and the USA, where innovation policy is based on the principles of the Triple Helix model, the concept of smart specialization (Smart Specialization Strategy, S3), the development of network interaction and active state support for innovation activity.
A conceptual model for the development of regional technology transfer infrastructure is proposed, which combines scientific and educational, production, financial, institutional and digital components into a single system. The implementation of the proposed approach ensures increased coordination between participants in the innovation process, the use of mechanisms for expanding intellectual specialization, the development of technology transfer centers, digital innovation services, venture financing and the active participation of Ukraine in European research and innovation programs.
