THE DEVELOPMENT OF MEDIA LITERACY AND DIGITAL IMMUNITY AS AN IMPORTANT DIRECTION OF UKRAINE’S STATE INNOVATION POLICY
Abstract. The article examines media literacy as an important instrument of Ukraine’s state innovation policy in the context of the digital transformation of society and increasing hybrid threats during the full-scale war. It is substantiated that the formation of citizens’ ability to critically evaluate information, identify manipulative content, verify sources, protect personal data, understand the consequences of digital footprints, and adhere to the principles of cyber hygiene has become an essential prerequisite for ensuring information security, developing human capital, and strengthening societal resilience. The study outlines the key areas in which media literacy influences social development, particularly education, personal data protection, and countering cyber fraud, disinformation, and information and psychological operations. Special attention is paid to the formation of digital immunity among citizens, especially children and young people, as an important factor in the future innovative development of the state. The article analyzes state strategies, regulatory mechanisms, and digital services aimed at improving media culture among the population, with particular attention to the national media literacy project “Filter”, the “Diia.Osvita” platform, and initiatives focused on the development of cyber hygiene. The potential of integrating digital media education into the education system as a tool for fostering critical and analytical thinking is highlighted. The importance of media education for promoting responsible digital behaviour and preparing citizens for contemporary information challenges is emphasized. The study demonstrates that strengthening digital resilience is not only a component of national information security but also an important factor in enhancing Ukraine’s competitiveness and supporting innovation-driven development.
