INFORMATION AND СOMMUNICATION TECHNOLOGIES IN PUBLIC ADMINISTRATION: FROM ITS BEGINNINGS TO ITS USE UNDER THE CHALLENGES OF MARTIAL LAW
Abstract. The purpose of this study is to determine the ways of developing the use of information and communication technologies by public administration bodies of Ukraine to ensure interaction with society from the early stages of informatization to the new reality of wartime. A systematic review of models of ICT application in public administration bodies was conducted based on publications from the international scientific community and domestic scientific literature. An assessment of the current state of ICT application in public administration bodies in the country and worldwide, as well as the directions for further development in this area was carried out. An assessment of the factors influencing performance of the main functions of public administration bodies was formed. The key challenges and needs of public administration under martial law that can addressed through ICT were analyzed. The main results indicate the important role of the technological component in the development of public administration in the conditions of e-government and in ensuring its effectiveness. It is thanks to the use of modern information and communication technologies that e-government as a general model is transformed into new forms of support for both the main activities of public administration bodies and their interaction with businesses and citizens. At the same time, there are gaps between the capabilities of modern technological tools and how they are used to ensure e-government. Many modern technological trends in the field of public administration support are either not used at all or receive relatively little attention. The main reasons for this are the slow adaptation of the state system to current technological changes, as well as the economic and other resource difficulties of introducing and mastering modern ICT. The conducted systematic review can be useful for decision-makers, as well as directly for scientists and specialists in various fields involved in the processes of forming and modernizing information technologies, systems and resources of public administration bodies.
