PROBLEMS AND PROSPECTS OF DIGITAL TRANSFORMATION OF THE STI SECTOR IN UKRAINE AND ITS IMPACT ON ACHIEVING THE SDGs

Abstract. The article analyzes the problems and directions of digital transformation of the sphere of science, technology and innovation (STI) in Ukraine and in the European Union (EU) and assesses their impact on the economy and society was assessed. It is concluded that the digital transformation of STI at the national level is aimed at at least four areas of change: in public administration, in the modernization of research and innovation infrastructure, in approaches to public-private partnership, and in the assessment of management effectiveness based on evidence-based data. The strengths and weaknesses of Ukraine in implementing the principles of the digital economy are examined. It is shown that the GovTech strategy through the Diia.Сity legal regime ensures increased efficiency of state authorities and local self-government bodies, implementation of national SDGs 16 and 17, as well as the development of partnership relations between government and business, which encourages entrepreneurial activity and leads to increased competitiveness of the economy in conditions under market competition.
Digital transformation in the field of science and technology in Ukraine is carried out in the direction of integration into the European Research Area (ERA) by developing digital infrastructure (e-infrastructure) and implementing the Roadmaps for integration into the ERA, and in the innovation sector — through the creation of favorable legal and financial conditions for running small and medium-sized innovative businesses and the development of appropriate digital infrastructure for this. An analysis of the effectiveness of the current innovation infrastructure and the latest strategic documents in the field of digital development of innovation activities and the digital transformation of small and medium-sized businesses in Ukraine was carried out in the context of their impact on the achievement of national tasks of the Sustainable Development Goals, in particular SDGs 8, 9, and 12.
