PROSPECTS AND FEATURES OF THE FUNCTIONING SYSTEM FOR MONITORING INDICATORS OF THE IMPLEMENTATION OF SCIENTIFIC AND TECHNICAL PROJECTS
Abstract. The article provides a comprehensive reflection on approaches to monitoring and evaluating the effectiveness of scientific and technical project implementation, particularly in the context of bilateral cooperation. The distinction between the concepts of “monitoring” and “evaluation” is emphasized, with arguments based on differences in purpose, frequency, depth of analysis, and responsible actors. Within the study, a classification of performance indicators is examined by type (quantitative and expert-based) and by source (primary and analytical), which allows structuring the monitoring system and ensuring its functionality. Special attention is given to the issue of data comparability, especially the temporal discrepancies in information collection after project completion, which significantly affect the accuracy of evaluation.
Based on a survey of winners of bilateral competitions conducted by the Ministry of Education and Science of Ukraine over the past five years, empirical data are presented regarding publication activity, continuation of research, and participation in international grants. The article also highlights the prospects of using artificial intelligence for automated evaluation of effectiveness, with an emphasis on the need for “balancing” between predicted and actual results. It is stressed that successful implementation of AI is possible only under the condition of an established classical monitoring system, which confirms the relevance and strategic importance of the research topic.
