FORMING AN OPEN SCIENCE ECOSYSTEM IN UKRAINE
Abstract. The article outlines the fundamental principles of open science as a cohesive concept that establishes contemporary standards of transparency, facilitates additional opportunities for the advancement of the national research system, enables the application of cutting-edge technologies during wartime, and provides legal frameworks for addressing issues related to digital transformation in Ukraine. It also emphasises adherence to the principles of openness and data accessibility throughout all phases.
The article delineates the strategies for regulating open science in Ukraine, the establishment of new principles for open access to scientific publications, the unrestricted dissemination of scientific research outcomes, and the application of open access licenses and scientific research results under legal stipulations. It highlights the challenges of implementing open science in Ukraine, its relationship with copyright, and the need to address the current obstacles confronting open science.
The establishment of mechanisms for open access to information is outlined in the development of the Open Innovation Platform based on UkrISTEI, which offers legally sanctioned, free, and unlimited access to innovative technologies (http://technology.ukrintei.ua/). This initiative facilitates the global exchange of digital resources, thereby creating a distinctive model of a mobile space cluster, serving as a catalyst for development and a means to counteract crisis phenomena.
