INTERNATIONAL EXPERIENCE IN THE POLICY OF FINANCIAL SUPPORT FOR SCIENTIFIC PUBLICATIONS
Abstract. The article analyses the international experience of financial support for scientific journals indexed in leading international scientometric databases and citation systems, such as Web of Science and Scopus. The authors examine how European countries and international institutions support the development of high-quality scientific periodicals, understanding their key role in disseminating scientific knowledge, enhancing the international prestige of national science and integrating into the global scientific
space.
The article presents a multi-level and diverse model of support that combines direct funding, grant programmes, support for universities and research institutions, and the development of open access infrastructure. Particular attention is paid to mechanisms that stimulate the improvement of the quality of publications, their compliance with international standards and the requirements of scientometric databases. Particular attention is paid to the Plan S initiative, which forms new principles of open access to scientific publications and provides for mandatory funding of publication costs by donor agencies.
The authors emphasise that financial support in Europe is often accompanied by requirements for academic integrity, transparency of editorial processes and open access to publications. This approach not only ensures the stability of the functioning of publications, but also increases their visibility, accessibility and citation.
Finally, the article concludes that the European experience can serve as a valuable reference point for Ukraine in developing an effective state policy of financial support for scientific publications. This will help to increase their competitiveness in the international arena and facilitate further integration of Ukrainian science into the global scientific space.
