The author emphasizes three levels of innovation \u2014 organizational, systemic, and transformational \u2014 highlighting that modern innovation must be aimed at addressing global challenges. Particular attention is given to the Norwegian innovation infrastructure. The article also examines key mechanisms for stimulating innovation in science, business, and the public sector.<br \/>\nIn addition, the importance of higher education and interdisciplinary research is underlined as a strategic resource for supporting the country\u2019s innovation ecosystem. The role of the government in creating an effective institutional environment that ensures stability for business and science \u2014 while encouraging development through fiscal and investment policies \u2014 is also discussed. At the same time, several challenges are noted, including fragmented initiatives, complex interagency coordination, and limited public engagement.
