THE NORDIC INNOVATION PATH (THE CASE OF NORWAY)

Abstract. The article explores Norway’s innovation policy within the context of the Scandinavian approach to governance, technological development, and sustainable progress. The author emphasizes three levels of innovation — organizational, systemic, and transformational — highlighting that modern innovation must be aimed at addressing global challenges. Particular attention is given to the Norwegian innovation infrastructure. The article also examines key mechanisms for stimulating innovation in science, business, and the public sector.
In addition, the importance of higher education and interdisciplinary research is underlined as a strategic resource for supporting the country’s innovation ecosystem. The role of the government in creating an effective institutional environment that ensures stability for business and science — while encouraging development through fiscal and investment policies — is also discussed. At the same time, several challenges are noted, including fragmented initiatives, complex interagency coordination, and limited public engagement. The article demonstrates how Norway combines pragmatism with a long-term vision of sustainable development, reinforcing the role of science and innovation in transforming public governance.
