IMPROVEMENT AND OPTIMIZATION OF THE ORGANIZATION AND CONDUCT OF SCIENTIFIC AND SCIENTIFIC-TECHNICAL EXPERTISE
Abstract. The article examines the methodological aspects of improving and optimizing the organization and conduct of scientific and scientific-technical expertise in Ukraine. Particular attention is paid to the three key stages of the expertise process: preparatory, main, and final. Specific measures are proposed to enhance the efficiency and transparency of the scientific material evaluation procedure.
At the preparatory stage, the main documents and regulatory acts governing expert activities are identified, an expert group is formed, and research objects are selected. The importance of electronic document management and automated information systems is highlighted, as they contribute to reducing time and minimizing the likelihood of errors during material processing.
The main stage includes mechanisms for selecting experts, evaluation criteria, and procedures for verifying obtained conclusions. The methodology for appointing experts depending on the specifics of the studied objects is outlined, as well as approaches to their training and preparation. The necessity of expanding the pool of experts through the involvement of international specialists and interdisciplinary groups is emphasized to ensure objectivity in assessments.
The final stage focuses on analyzing the results of the expertise, forming final conclusions, and submitting them to relevant authorities or clients. Recommendations are proposed to improve feedback with experts and mechanisms for implementing the obtained conclusions into the practical activities of scientific institutions.
The implementation of the proposed recommendations will contribute to improving the quality of expertise, ensuring more efficient use of resources, and enhancing trust in the results of scientific and technical research in Ukraine.
