FINANCIAL SUPPLY AND RESULTS OF SCIENTIFIC ACTIVITY BY MONITORING IN UKRAINE

Abstract. In modern society, the organization and financing of research and development (R&D) are becoming increasingly important factors in economic development and enhancing its competitiveness. R&D amount financed analysis by countries shows that in 2018 the six country-leaders in terms of R&D national budgets will include the USA, China, Japan, Germany, South Korea and India, the total share of expenditures on R&D will be 68,6%. Against the background of the country-leaders, the R&D budget of Ukraine may prove to be uncompetitive. The article analyzes the current state and effectiveness of financial support of scientific research institutes in Ukraine. The main tendencies and shortcomings of financial support of scientific researches are revealed. One of the main indicators of use efficiency of budget funds for science is the scientific and technical product, which was created in the process of carrying out scientific and technical works and implemented in practice. The monitoring results of implementation of priority areas are considered. The article analyzes the creation and implementation of scientific and technical products dynamics from 2013 to 2017. Part of the cost of R&D in Ukraine is less than 0.9% of the country’s GDP, which is the generally accepted norm for the state to implement the main functions: cognitive, economic, social and defense. As a result, a significant decline in the Ukrainian economy is due to insufficient and disproportionate financing of science, an inefficient system of science management, isolation of science from production, low innovative activity of enterprises and businesses, which explains the low demand for scientific research by the economy.
